Jeffrey Finney, 66, of Sioux Falls, SD passed away on Thursday, August 21, 2025 at the Avera McKennan Hospital in Sioux Falls, SD.  Funeral service will be held on Tuesday, August 26, 2025 at 11:00AM at the Winner Methodist Church.  Burial will follow in the Winner City Cemetery.  A visitation will be held one hour prior to funeral service.

It is with great sadness we announce that Jeffrey Wayne Finney passed away in Sioux Falls, SD, on Thursday morning, August 21st, 2025, after a prolonged battle with cancer.

Jeff was born in Sidney, NE, on August 16th, 1959, to Francis Finney and Jeriann Finney (Fitzgerald). He studied Criminal Justice at Chadron State College and went on to serve as an Officer and Deputy across Nebraska and Colorado. Later, he trained at the Federal Law Enforcement Centers in Glynco, GA, which led him to work as a Special Agent for the INS in Los Angeles, CA.

Jeff had a passion for travel, visiting countries including France, England, and Ukraine. In Ukraine he met his wife, Svitlana Palamarchuk, the love of his life and a mother to his son Ivan Palamarchuk. In May 2009, Jeff brought them to the United States. Together, they shared countless road trips across the country, bonding over his love of travel, cuisine, and adventure.

As a husband and father, Jeff provided a loving and happy life for his family. He was always ready with a helping hand, a joke, or meaningful advice. His love for cinema, travel, and rescuing animals will live on through his wife, Svitlana, and his son, Ivan.

He is survived by his wife Svitlana and his son Ivan, as well as his brothers, Jon and Joel Finney. He is preceded in death by his parents Francis and Jeriann Finney
